With every new macOS version, even El Capitan has begun to show its age. I will grant that this arrangement seems slightly more resource intensive than when the computer ran El Capitan (though as stated much less than High Sierra somehow), but I am perfectly satisfied with the smoothness/performance. Somehow with this Patcher business you have the option of using Mojave and High Sierra with the older (HFS) filesystem, which is what I've done. It runs on any Mac with a 64-bit Intel processor or an Apple Silicon chip.

I'm far from certain about this, but from my layman's perspective I have felt that it is the APFS that is behind these woes on older machines. VLC media player requires Mac OS X 10.7.5 or later. Your description sounds exactly like what I used to face on my MBA.
